Create solution and export > Copy control config to FormXML > Import into Dataverse > Activate/Update in designer. That's the usual sequence for custom controls on BPF, at least from my experience. Pretty sure these steps are correct, but open to corrections if the process changed.

You need the export to access FormXML, then copy the control XML over, import back, and activate for it to apply. Pretty sure this is right but happy to hear other orderings if someone found a trick.
