Not sure about swapping file system for desktop flow there. Desktop flow is really the only solid pick for web interactions without APIs, but local file access fits the file system connector best. Some folks mix those up since desktop flows can also hit files, but connector is simpler here.

I don’t think desktop flow fits for local drive CSV, I’d still pick desktop flow for both the web app and the local file. File system connector is tempting but I think it’s a trap.
Desktop flow for signing into web apps without APIs, file system connector for local CSV, Outlook connector to send it. If I'm off on one of those let me know, but that's how I've seen it split in practice.
