Why wouldn't B (RTO) be more important if the context was disaster recovery? Just curious because sometimes exam questions shift focus depending on business continuity versus general service delivery.
C is the best fit. Cost-benefit analysis is what ISACA normally considers primary when figuring out optimal anything for IT services. I think D could be tempting if they asked for maximizing efficiency only, but pretty confident it's C for this question. Disagree?

C/D? I get why C (cost-benefit analysis) is the expected answer since it’s about balancing cost versus value, which is textbook ISACA. But sometimes they sneak in D (resource utilization analysis) if they’re hinting at performance optimization, not just business alignment. Pretty sure they want C for PRIMARY consideration, but not totally ruling out D.
