D imo because Azure Site Recovery is built for exactly this, letting you replicate across regions with minimal manual work. B looks tempting but actually means running or at least maintaining two sets of host pools, so it adds to both cost and admin effort long term. Seen similar in exam prep and ASR is what they want when the question highlights minimizing overhead. Could see someone picking B if they gloss over the DR requirements though.

B tbh, since creating two new host pools in West US puts everything fresh there, which avoids replication lag issues some orgs have run into according to similar practice questions. Not as automated maybe, but less room for snapshot problems. Maybe not the lowest admin overhead though. Someone disagree?

C/D? B sounds like a trap here since keeping extra host pools running in West US isn't cost effective, plus that's more to manage. D uses Azure Site Recovery which is designed for low-cost DR and keeps admin light. Pretty sure that's what they're looking for, though I can see why B might tempt some if you miss the minimize cost/admin piece.
