To ensure the intended security control is applied, more restrictive or specific policies (e.g., 'Block') must be ordered before more general, less restrictive policies (e.g., 'Alert'). If the broader 'Alert' policy (Policy A) were placed first, it would match all cloud storage file activities, generate an alert, and allow the action. The more specific 'Block' policy (Policy B) would never be evaluated, failing to block downloads from unapproved operating systems.

A. Placing the less restrictive alert policy first would cause it to match all relevant traffic, preventing the more restrictive block policy from ever being evaluated.
