Create a configuration profile, configure the Administrative Templates settings, assign the profile. Importing ADMX is a common trap here.
Create a configuration profile → Configure the Administrative Templates settings → Assign the profile. On exam reports, importing ADMX isn't needed for standard Office settings since Intune has them built-in. Only catch is if you're migrating custom ADMX, but not in this scenario.
Create a configuration profile → Configure the Administrative Templates settings → Assign the profile. Pretty sure that's the order since Intune already has Office ADMX stuff built in. I could see how import ADMX would confuse some, but not needed for standard Office GPOs. Thoughts?
