When an OSPF neighborship is stuck in the ExStart state, it indicates that the routers are failing to establish a master-slave relationship and agree on the initial Database Description (DBD) packet sequence number. The most common cause for this specific state failure is a Maximum Transmission Unit (MTU) mismatch between the neighboring interfaces. If the designated master router sends a DBD packet that is larger than the MTU configured on the slave router's interface, the slave will drop the packet, and the exchange process cannot proceed, causing the state to remain at ExStart.

A. The priority is set to 255: Priority values influence the DR/BDR election process, which is completed before the ExStart state. It does not cause a stall at this stage.

B. There is an interval timing mismatch: A mismatch in Hello or Dead timers will prevent the neighborship from reaching the 2-Way state, causing it to fail earlier in the process.

C. There is an area ID mismatch: An area ID mismatch will cause the routers to discard each other's Hello packets, preventing the neighborship from ever forming and moving past the Init state.
