The NetEco service program and the iBMC (intelligent Baseboard Management Controller) operate on different management planes. The iBMC provides out-of-band hardware-level management for the server (e.g., remote power cycling, KVM access, hardware sensor monitoring) via a dedicated management port. In contrast, the NetEco service is an application that runs on the server's operating system (in-band) and is accessed through its own application-specific network ports for its web interface, database, and other services. Accessing the NetEco application is not done via the iBMC port.

The alternative, that NetEco can be accessed via iBMC, is incorrect because it confuses the hardware management plane (iBMC) with the application software plane (NetEco). These are distinct and accessed through different interfaces and protocols.
