If region choice and subnet mask are needed before the LB process, I think A and E.
B and C are needed. You have to set up firewall rules for the health checks so Google can probe your VMs, and you need a static internal IP reserved before actually creating the LB resource. The region/subnet stuff is picked during setup, not before. Pretty sure about this but open to corrections if I missed something.
Nah, I don't think it's A or E. For internal HTTP(S) load balancers, you always need firewall rules for the health checks (B), and reserving a static IP (C) is also required up front. The region and subnets get picked during config, not before. Pretty sure B and C are the real prerequisites here, some guides even point out that trap with option A.
