Option B here. Milestones are more about tracking progress, but Entitlements is where eligibility gets checked. Saw this as a common trap in practice sets.

C vs B-pretty sure it's B but C is a distractor since actions can confuse with eligibility stuff.
B or maybe A, I've seen both get mentioned but usually eligibility ties back to Entitlements. Not 100% sure, anyone else?
