A is what I'd pick too. ZIA sublocations are used to split out traffic like guest vs employee within one corporate Location, usually based on subnets. The question doesn't bring up overlapping IPs, so C isn't the best fit this time. Unless I'm missing a detail in the scenario, A matches how it's described in the docs.
