To transition from a reactive "fire-fighting" mode to a proactive one, an organization must first establish a strong framework of control and direction. In the VeriSM™ model, this is the function of Governance. Governance sets the strategic direction, defines policies, and establishes the control mechanisms that guide all other activities. By focusing on governance first, the organization can create the necessary structure to plan ahead, align its actions with business objectives, and move beyond simply reacting to immediate problems. This top-down approach is fundamental to embedding a proactive culture.

A. Define and Produce: These are stages within the service lifecycle. Focusing here without established governance would lead to uncoordinated efforts that do not address the root cause of the reactive culture.

C. Management Mesh: The Management Mesh represents the tools and practices used to deliver services. Its effective, proactive application is dependent on the direction and principles set by governance.

D. Provide and Respond: This area is where the symptoms of "fire-fighting" are most visible. Focusing here would only treat the symptoms, reinforcing the reactive cycle rather than establishing a proactive strategy.

It includes the activities of evaluating stakeholder needs to determine balanced, agreed-on enterprise objectives; setting direction through prioritization and decision making; and monitoring performance and compliance against the agreed-on direction and objectives."
