Which action can a Sales Rep perform in the Forecast Editor?

C , sales reps can update probability and status fields but not quota or inactivate transactions unless manager role.
Looks like B for me. I thought sales reps could inactivate transactions to exclude them from the forecast report. Not 100 percent if that's just a manager thing, but makes sense from what I've seen.
Option B seems right to me, since I thought sales reps could inactivate transactions to keep them out of reports. Maybe I'm missing a limitation here? C also makes sense but I feel like B is more direct. Thoughts?
Had something like this in a mock, pretty sure it's C. Adjusting probability and status of opportunities is what Forecast Editor lets reps do, but they can't directly change the quota or edit all transactions there.
