A isn't right, it's got testing in prod which isn't best practice. C is what aligns to the Salesforce recommended deployment model: dev, QA, UAT then production. Pretty sure that's what most real projects use too.

I don’t think C is right, B. Rebuilding in production after testing seems more straightforward if you want to avoid deployment issues.
