I don’t think C is right, D seems more logical. Anchoring culture should happen before SAFe starts, otherwise the implementation won’t take root. Pretty sure that’s how big change management usually works, correct me if I’m off.

The culture adjusts last, once people demonstrate consistent new behaviors. That's what most change models say too. Pretty confident here but always open if I'm missing something.
