C is right since this is just a standard setting in Revenue Cloud. No need for extra customization or flow overrides if config is available. Unless the org blocks access, config change solves it. Pretty sure that's what the question points to!
I was thinking B since overriding the flow could give reps more control and let them pick between quote or order. Maybe config alone isn't enough if the feature's missing out of the box? Not 100% sure, open to other takes.
