Assign, Create, and Read for Activities plus Organization-level on HR Case table is the way to go, I think. Sometimes 'user-level' tricks people here but it wouldn't let them assign any case, just their own. Anyone see a different angle?
Solid scenario, the requirements are clear. For this setup I'd go with 'Assign, Create, and Read rights to Activities' for tasks and 'Organization-level on the HR Case table' for assigning cases. Pretty sure that's what matches standard access needs but open to correction.
