SOW should be updated first since it documents the formal scope and deliverables, even for approved changes. The RACI only makes sense after the new work is clarified. Pretty sure about this but open to other views.
C/D? I see why some argue for C but SOW (D) should be first since it defines what needs to be delivered after approved changes. RACI comes after updating the actual work details. Think D, unless the change is purely about responsibilities.
