C imo , saw a very similar set on a practice exam and C was the preferred set for risk management methods.
C tbh, had something like this in a mock and the risk methods listed under C matched PMI's list exactly.

Not sure why B is even considered, since Pf Component inventory feels more about maintaining what's in the portfolio, not actual risk management methods. C lists all the classic PMI tools for assessing risk. Am I missing something here?

I don’t think it’s D. C. If the question asked specifically for portfolio-level capacity assessment, that could make D valid instead. Is the focus just on risk methods, or do we need to cover capability too?
