A. Without the license, the ARE options stay hidden. Pretty sure that's what the question's after, but open to corrections!
C or D, seen mixed answers on this in some practice dumps.
I don’t think it’s A. B. License can be a trap if plugin is already there.
C/D? But since the config options are hidden until you have that license, A probably makes more sense here.
C vs A but had something like this in a mock and A was marked right. You can't even get to ARE config on PAN-OS before the license shows up, so License (A) needs to be enabled first. Pretty sure that's what they're after here, agree?

My vote is A. Saw almost this exact question in my exam and you need the license active or the ARE options aren’t even visible. Plugins come into play later, but license is step one. Pretty sure that’s correct but open to corrections if anyone spotted something else.
