Had something like this in a mock, and it's Mobility (MDM and MAM) for Azure AD, then set Mobile Device Management Authority in Intune. Devices get directed to Intune via the user scope you configure in Azure AD, but Intune needs authority enabled first. Pretty sure that's the standard config but open to other takes if someone saw something different in exam scenarios.
