C imo. This matches what I've seen for resetting user profiles in BC when someone changes departments. Not much more to it here.

I don’t think it should be C, D does the full reset as needed.
B fits what I've seen before, since you have to clear the user's personalization from the assigned profile and only then remove the profile itself.
