D . The trap is C, since that's more about resetting the UI and not all user profile links. Here you want their profile assignments cleared too, not just layout tweaks. Pretty sure that's what the question wants, but open to corrections.
C imo. This matches what I've seen for resetting user profiles in BC when someone changes departments. Not much more to it here.

I don’t think it should be C, D does the full reset as needed.
B fits what I've seen before, since you have to clear the user's personalization from the assigned profile and only then remove the profile itself. Seems like "all personalizations" means not just UI tweaks but also profile links. Pretty sure that's right but happy to hear if anyone's done it differently.
