The Fundamental Commissioning and Verification prerequisite requires commissioning of the
building’s mechanical, electrical, plumbing, and renewable energy systems and assemblies. While
the building envelope is not typically commissioned, it must be included in the owner’s project
requirements (OPR) and basis of design (BOD), and its design must be reviewed.
Reference: The LEED v4.1 reference guide for Interior Design and Construction outlines the scope of
commissioning process activities, which includes the requirement for exterior enclosures to be
limited to inclusion in the OPR and BOD, as well as the review of the OPR, BOD, and project design12.
