B. Objectives and strategies to meet those objectives: This level of analysis is characteristic of the Strategy Horizon, which is a higher level of planning that precedes the Initiative Horizon.

C. Problem and the system that will address that problem: This option is too restrictive. A "need" can be an opportunity, not just a "problem," and a "solution" can encompass more than just a "system" (e.g., process changes).

D. Strategy and identifying actions that will address that strategy: This describes activities performed at the Strategy Horizon, where the overall strategy is set and potential initiatives (actions) are identified.
