Article 7.2.1: Defines a Change Order as "a written instrument prepared by the Architect and signed by the Owner
Contractor
and Architect stating their agreement upon... a change in the Work... the adjustment... in the Contract Sum... and the adjustment... in the Contract Time." This confirms its use is post-contract award.
