Authenticator → Access Point, Negotiate IPsec Phase 2 → Access Point and Gateway, RADIUS proxy → Device Designated Gateway, Negotiate IPsec Phase1 → Overlay Tunnel Orchestrator. Not seeing why you'd put RADIUS proxy with OTO, that's a common trap.
This lines up as Authenticator to Access Point, Phase 1 to Overlay Tunnel Orchestrator, Phase 2 to Access Point and Gateway, RADIUS proxy to Device Designated Gateway. I think that fits Aruba AOS10 tunneling flow, but correct me if I'm off.
Authenticator maps to Access Point, Phase 2 goes with Access Point and Gateway, RADIUS proxy fits Device Designated Gateway, and Phase 1 matches Overlay Tunnel Orchestrator. That's what Aruba AOS10 docs show, pretty sure that's right but open to tweaks.

Think Negotiate IPsec Phase1 belongs with Device Designated Gateway, and RADIUS proxy fits with Overlay Tunnel Orchestrator. That’s how I see the roles broken down for AOS10 tunnels. Not totally sure though, correct if you think I mixed it up!
Pretty sure RADIUS proxy goes with Overlay Tunnel Orchestrator here, and Negotiate IPsec Phase1 matches with Device Designated Gateway.
