D tbh, the trap is that maximize-bandwidth is SLA-based so lowest cost fits. Manual seems less relevant for load balancing.

D . SD-WAN load balancing should work with best quality and lowest cost strategies because they're SLA-based. Don't think manual is needed here but not 100% sure, could be missing something.
Pretty sure it's A and C here. FortiGate lets you pick outbandwidth hash mode for a few different strategies, and load balancing works if multiple SD-WAN members meet the SLA target. If I'm off let me know.
