A C, D imo. B is a trap since template groups aren't limited to IPsec tunnel templates only-it's more about the mix of system/SD-WAN templates. E doesn't fit because Perl scripts aren't actually supported as CLI templates in FortiManager, just CLI script or Jinja. Correct me if I've missed some update but pretty sure that's right.
I don't think B is one of them. From what I remember, template groups aren't limited by IPsec tunnel templates like that. C looks right since CLI templates apply top-down, and D makes sense too, but B feels like the trap here.

Looks like B, C, D should work. Each template group can handle multiple IPsec tunnels and CLI templates stack top-down, right? I'm pretty sure FortiManager lets you do up to three IPsec tunnel templates per group. Open to feedback if I missed something.

Probably A, C, D. Perl script isn't supported for CLI templates on FortiManager, so E is out. C and D check out with how the templates are structured. Someone correct me if that's changed recently.
Option A. C, D. E is tricky but only Jinja or CLI script are valid, not Perl scripts on FortiManager.
C/D? I remember CLI templates apply in order but not 100% if E is valid here.
