Restoring databases is really a core DBA job, not for Data Engineers or Analysts. The whole point of the DBA role is handling backups, maintenance, and recovery when stuff goes wrong. Seen this in Microsoft docs and training a lot so I’m pretty confident, but if someone’s seen this phrased differently let me know.
