Its B. You want to figure out who all the stakeholders are during needs analysis so you actually know whose requirements matter most. A and C are important but don't come first-those get worked out once you've talked to stakeholders. Pretty sure that’s how it's shown in exam prep books but happy to hear if someone thinks different.
Always heard in practice and guides that stakeholders are the key part to pin down first when doing a needs analysis, since their requirements shape everything else. So B for sure here.
