B tbh, that's exactly what AWS means by elasticity. The question says you add or drop resources as needed, which is classic elasticity wording. Not seeing how A or C would fit here.
B fits, since 'acquire and release resources' is textbook elasticity in AWS terms. Can't see it being any of the others.
