Option C I think, since a circuit breaker would cut the power if there's an unexpected spike. Trap is people might assume regulator always helps, but breakers are used for safety against surges too. Could be wrong here though.
B tbh, voltage regulator is what actually deals with unexpected power surges. Circuit breakers just cut power when there's overcurrent but don't stabilize the voltage. Seen similar in some practice sets.
