Maybe D. Since the app is commercial and collects personal info from someone in Alberta but the company is in BC, that's interprovincial so PIPEDA usually covers it. Doesn't sound like health info under HIA, and it's not a public body (so not FOIP). Not 100% sure since apps can get tricky, anyone see it another way?
D , FOIP and HIA are red herrings, B only if entirely local and not interprovincial, but here PIPEDA applies.
D since the data moves out of Alberta and the provider's in BC, which makes PIPEDA kick in. Alberta PIPA (B) would only cover it if everything stayed local. Seen this style on other practice sets.

I don’t think it’s B, D is more likely. Since the company’s in BC and data crosses provinces, that triggers federal PIPEDA. B would only fit if all activity stayed within Alberta. Not totally sure though.
I don’t think it’s B, even though Alberta PIPA covers private orgs. Because the company is in BC and serving an Alberta individual, federally regulated interprovincial data means PIPEDA (D) usually kicks in. B is a bit of a trap here imo since it’s not wholly within Alberta. Pretty sure about D but open to other takes.
C vs D? FOIP sometimes looks like a trap for anything Alberta privacy but not sure it fits this scenario.
