Option C, ITAR trips people up, but Commerce controls EAR not ITAR.
Its C for EAR, but I second guess myself between that and ITAR sometimes. Saw this covered in the official CBK and some practice exams. If you want to be extra sure, check the ISC2 guide and maybe review export controls tables.

saw pretty similar problem in my exam in a mock, pretty sure it's C since EAR is handled by Commerce, not ITAR or the others.
C is the right one. EAR stands for Export Administration Regulations and that's what Commerce runs for tech exports. ITAR is State Dept stuff. Saw this in the official guide and on some practice tests, but open to correction.
Isn't C only correct if it's commercial or dual-use? ITAR would apply for military tech, right?
