Probably A and D here. Had something like this in a mock, options about budget import via CSV (A) and transferring budgets from one cost center to several (D) both matched SAP S/4HANA features I practiced. Monthly availability isn't standard for cost centers, think it's just annual. Pretty sure C is more about projects than cost centers. Agree?
A and D tbh. Monthly availability control (B) isn't offered for cost centers in S/4HANA, just annual. C is project-oriented.

B tbh, because monthly budget control seems logical for cost centers and SAP has lots of availability controls. Not 100% sure on C though, carry-forward feels less standard in SAP. Open to other views.
