B/C here, that's what official SAP guide says. Overhead rate in costing sheet is usually set as a percentage or quantity-based surcharge, not fixed value. Saw similar options in official practice tests. If anyone saw different config in real systems, let me know!
D imo, B and C fit the usual ways overhead rate is set in SAP costing sheets. Percentage rate is classic, and quantity-based surcharge covers machine hours or similar. Not totally sure since SAP wording can get tricky, happy to hear if someone disagrees.
