Nah, I don't think it's D. B makes sense here since scorecard in Configure People Profile is what controls default display.

I don’t think D is right here. B controls what’s visible in the People Profile, so that’s the one to pick. D can be a trap since it only covers template setup, not profile visibility by default.

D (Manage Template) is more for template behavior but doesn't touch how things appear on the People Profile itself. Seen similar in real SAP admin work, but if anyone's seen it differ let me know.

If the requirement is that all goals show automatically to everyone in the People Profile, then B fits. Does the question mean 'published' as in visible to users, or just marked complete? That could affect whether it's A or B.
