C D E imo. You need to actually pick the custom picklist in program settings (C), import the labels if they're custom (D), and set MDF permissions to access it (E). A is just generic data import, doesn't link directly here.
B tbh, since Program Level Text Replacement feels like it would impact matching labels too. Not sure if it's a trap, but the wording makes me consider it here. Could be missing something though.

C/D/E? Not A, that’s for generic MDF imports, and B is about UI wording. Practice tests and SAP docs both highlight C D and E for picklist config. Someone correct me if I’m missing a weird edge case.
