Public Edition" outlines the standard system provisioning. It states
"At the beginning of your implementation project
you receive access to the SAP S/4HANA Cloud starter system." It then details the standard 3-system landscape
which "consists of a development
a test
and a production system." This directly supports the roles of the Starter
Development

2. SAP Activate Roadmap Viewer: The "SAP Activate Methodology for SAP S/4HANA Cloud Public Edition" roadmap details the system lifecycle. In the Prepare Phase
