Honestly, C or D both look close, but I’d pick D. In Activate, the Scrum team’s job is to review SAP best practices during the Explore/Realize phase. Creating or defining a charter (C) is more Waterfall or early-stage, not really what Scrum roles own here. Maybe I’m missing an edge case in some projects though - open to being proven wrong.
