C or B. Don't think D is right here, that's more about templates, not actual custom coding. ABAP Workbench and BTP are what SAP recommends for in-app and side-by-side dev. Similar question came up on practice tests.
Probably D. SAP Best Practices (D) feels like the typical route when setting up a new implementation, plus C covers ABAP custom code. Not sure B really applies unless you're running side-by-side stuff, which isn't always needed here.

I don't think B (BTP) is always required unless you're developing side-by-side extensions. Could be reading the question too literally though, open to being wrong here.

B tbh, C is sometimes overlooked but ABAP Workbench is supported here-A can be a trap since it's just support/resources.
