Not C, A D and E all the way. SAP Cloud ALM supports direct transport request creation from a feature only for S/4HANA Cloud Private Edition, NetWeaver ABAP, and regular S/4HANA. Public Edition (C) doesn't do this directly-its transport setup is handled differently, more automated and less user-controlled. Let me know if anyone has official SAP docs to double check but that's how I've seen it referenced.

Probably A, D, E. Cloud ALM lets you trigger transports right from the feature for these classic SAP solutions. Integration Suite and Public Edition mostly handle transports behind the scenes or are more automated, so not direct user-triggered ones. That's how I've seen it documented, but I'm open if anyone has seen a newer update.
