I don’t think A fits. B is more likely because most real migrations include some kind of structured data or database, which isn’t covered by just App Service and Storage. Not totally sure unless they clarify the data types, but leaning B.
Had something like this in a mock, it's B. Just App Service and Storage miss out on databases, so the migration wouldn't fully meet the goal. Seen that detail trip people up before, but pretty sure about B.
