Note: This reference addresses the "same resource group" (Option 3) constraint. The rule is: "All resources in the source group that you want to move must be in the same source resource group. And, they must be moved to the same target resource group." This confirms that a specific move operation is tied to a single source resource group, but it does not prohibit the general capability of moving VMs from a subscription (which may be in different RGs) via separate operations. Therefore, Option 2 remains the most accurate statement of capability.
