Every Microsoft drag-and-drop question like this gets me, server firewall configs are so picky. Yes for Server2 to Server1?
Looks like IPsec is required only from Server2 to Server1, based on the connection security rules set in their respective policies. So pretty sure 'Can Server2 connect to Server1?' is Yes, but reverse isn't automatically allowed without matching policy on both ends. Not 100% though, since inbound firewall rules matter too.
