Totally agree that Azure VMware Solution private cloud is needed for both sub1 and cluster1 here. Since the question is about actually running the VMs in Azure with as little admin effort as possible, AVS lets you lift-and-shift your VMware setup right into Azure without major changes. If it was asking about assessment or migration prep, then you'd use the Azure Migrate project/appliance. Makes sense, but let me know if there's a better angle!

sub1 → Azure VMware Solution private cloud, cluster1 → Azure VMware Solution private cloud. If you want the migrated VMs to keep running natively on VMware in Azure with as little extra setup as possible, AVS private cloud fits for both. No need to add appliances or projects unless you're refactoring, I think. Open to other views if someone did this recently!
