Saw a very similar question on a practice, minimum is 4 alert rules and 3 action groups.

Wouldn't you need a separate alert rule for each unique signal and a new action group every time the list of recipients changes? I think some people trip up and count too few action groups, but if even one recipient is different, Azure wants a new group. Anyone see any way to get fewer than 4 rules or 3 groups here?

Yeah, official docs and practice tests both point to 4 alert rules and 3 action groups. Each unique signal gets its own rule, and different recipient combos mean separate action groups. Pretty sure that's the minimum setup, but let me know if you see different logic.
