Option B is right. You need to install iCloud for Windows and log in with your Apple ID to sync the files. A sounds plausible but the official app comes from Apple, not from the Windows Store. Pretty sure on this.
I remember a similar scenario from labs. on practice, it's B. Only the official iCloud for Windows app gives proper file access on a PC.
