C . Only time the Meraki default SSID comes up is if it hasn't ever connected to the cloud. If it lost gateway after already registering, B could fit but that's not what happens first time. Disagree?
Isn't it fuzzy whether this is first boot or just disconnected? Without that detail, C and B could both fit here.
