My vote is C for this. Alternate Extensions lets the same mailbox be reachable from multiple devices or numbers, so secondary device access works that way. I get why B seems close but it's not about mailbox routing really. Pretty sure C fits but open to other takes.

B seems like the right pick. "Mobile User" lets users access voicemail from more than one device, which sounds like what the question's after.
